I'm not certain you understood the meaning of my comments on family size.

The Pentagon does not appear to be advocating "controlling" the size of the families. I raised the issue because of the backwards incentives the program can offer if not managed properly.

What would we be doing to young service men and women if we gave them an artificial incentive to have large families? If they were not inclined to have that size a family until the economic benefits presented themselves then how would that be fair to them, to society and, more importantly, to the children?
